Specify permissions required for UQ account in 3PQ Chat

In internal development, we typically create an Admin-level account for UQ, and have no problems authenticating.

For a production site, we'd like to use the least permissions necessary to manage the UQ session. We tried an account with SOAP API enabled, but are getting an Access Denied error. There is nothing specific in the 3PQ documentation about permissions used. This is the section where I would expect to find this information (feb2011 is the most recent version of documentation):
