Rules for Answers

I am trying to create two rules that are fired when:

• an answer is created
• an answer is edited

...and sends an email to the admin (me).

What's the best if condition (Answer.Status, for example) to use to determine if an answer was newly created or recently edited?

I made a rule that successfully sent an email when an answer was saved with any Status, but when I told it to only send the email when Answer.Status was "modified this edit" an email is not sent when I make an edit.

Any steps in the right direction will be helpful. Thanks.
