Popup requesting to link incident after chat when it is not configured to do so

The screenshot shows that we have configured the workspace to NOT popup a request to link an incident at the end of a chat interaction. However, the agent still receives this popup. We're creating the chat in the agent workspace using 3PQ API, is it possible this method circumvents the normal configuration options?

See attached image for Workspace configuration, which I believe is default. In no case should the agent be prompted.
