GetValuesForNamedID works intermittently

This is in an area of code which has worked for years. For a site that we're deploying now, most of the time GetValuesForNamedID does not work when it is used to pull a list of Chat Queue Names. It works about 1 out of ten times at the present.
The actual line that fails, throwing a null exception is:
NamedID[] _chatQueueIds = _service.GetValuesForNamedID(_clientInfoHeader, null, "Incident.Chatqueue");

Can anyone think of a reason why this fails most of the time when it has never failed before?
